– Article 4 Conditions

1. The applicant has not received wages, profit, or other structural income in the last 7 days.
2. The applicant is not actively registered as an employee with an employer or government agency.
3. The applicant is not receiving another ongoing benefit.
4. The applicant has a permanent residence within the city.
5. The applicant can reasonably explain the need for support.
6. The applicant can identify themselves with an officially recognized document.
